Project Scope

CWE designed water quality systems to reduce local sources of contamination.  This was done by eliminating dry-weather discharges to the Los Angeles River Estuary and Outer Harbor.  Sediment and trash removal were also key elements of the project.

These goals were accomplished by rerouting all runoff.  Water is regulated during dry-weather, winter-dry, and non-wet-weather (days of 0.1-inch of rain or less).  Three different storm drains, one being owned by Los Angeles County Flood Control District, flow to three different City-owned sanitary sewer systems.  This is done by using three low-flow diversion systems in conjunction with two Vortex Separation Systems (VSS), subsurface storage systems, trash racks, and storm drain systems.  One of the systems designed was located within groundwater and included buoyant designs.

CWE developed civil design plans, specifications, and estimates throughout the project.  The mechanical design of the diversion structures was also performed.  During construction, CWE provided support services by answering RFIs and performing submittal reviews.

Several water related services were provided.  CWE analyzed all the water quality constituents.  The anticipated pollutant load reductions were calculated.  A Monitoring and Reporting Plan (MRP) was generated to evaluate the different aspects of the project moving forward.  CWE also conducted reporting and effectiveness studies.
