City of Glendora Industrial/Commercial Facility Inspections

Project Scope

CWE is assisting the City of Glendora with the implementation of Industrial/Commercial (I/C) Facilities Program which is a requirement of the MS4 Permit.

CWE initially prepared a “How to” guidance manual for City staff on the implementation of the I/C Facilities Program.  The guidance manual covered facility tracking, education, inspection protocols, and compliance with municipal ordinances.  Existing materials were updated, and new standards documentation were developed for end users.  These new educational materials targeted all relevant business owners and operators.

The MS4 Permit requires the City to identify critical source I/C facilities and complete inspections twice during the 5-year permit term.  CWE is continuously identifying I/C facilities requiring inspection.  Inspections have been performed at 250 locations and counting.  Over the course of multiple contracts, CWE’s trained inspectors have performed over 1,110 inspections throughout the City.

CWE actively documents the Best Management Practices (BMPs) implementation process.  Identifying areas where there are deficiencies in the BMP is a continuous process.  CWE assesses the BMP effectiveness and documents any areas of concern.  Photography is an active part of establishing a digital record.  Non-stormwater discharges and illicit connections are identified and documented.  Missing BMPs that are Identified in the Facility’s Stormwater Pollution Prevent Plan (SWPPP) are noted.

Part of the process involves, CWE inspectors working with facility owners/operators to provide examples of BMP solutions to implement and mitigate the deficient condition.  These compliance suggestions are added to the records to aid in future inspections.

Inspection information and geographic references, such as Global Positioning System (GPS) coordinates is entered into a database.  The final database is used to create a geodatabase to map the facility types.  The info is then integrated with a Geographic Information System (GIS) tracking system.
