Project Scope

CWE developed four Industrial General Permit (IGP) Stormwater Pollution Prevention Plans (SWPPPs) for the City of Burbank’s Water Reclamation Plant, Recycle Center, Maintenance Yard, and Landfill No. 3.  CWE conducted an initial review of the existing facility plans to identify potential pollutant sources at each site and determine additional information necessary for SWPPP development.  For each facility, CWE conducted a site visit to assess pollutant sources, identify existing Best Management Practices (BMPs), and evaluate BMP implementation efforts necessary to meet the objectives of the IGP.  After preparing the facility SWPPPs, CWE trained onsite staff on the IGP requirements, contents of the SWPPPs, their respective roles and responsibilities for inspection, the implementation and maintenance of BMPs, implementation of the Monitoring and Implementation Plan (MIP), Qualifying Storm Event (QSE) sample collection, visual monitoring, and reporting.  Two separate training sessions were provided for City personnel.  Ongoing services include performing annual comprehensive facility compliance evaluations, annual report preparation, water quality report analysis, completing Level 1 Exceedance Response Action (ERA) evaluations, developing Level 1 ERA Reports, preparing SWPPP updates, developing Level 2 Action Plans and subsequent Technical Reports, and conducting annual staff training.
